The receipt is there, and so is the payment. Is that enough to reimburse an expense? Not always: it is also necessary to understand on whose behalf it was incurred, for what purpose and whether the company has not already paid it. A sound expense procedure saves time for the employee, the manager and the accounting department. Above all, it makes it possible to deal with unusual situations before they become a habit that is difficult to correct.
The framework to check
A business travel allowance and reimbursement for travel between home and the usual place of work do not necessarily follow the same treatment. The ACD circular on travel and subsistence expenses sets out conditions and limits for the exemptions concerned. An amount accepted by the employer is therefore not automatically exempt. Scales specific to a category of staff or a particular situation must not be applied to all employees.
Writing a rule that can be used before the expense is incurred
Specify the categories covered, the supporting documents expected, the persons who approve them and the cases requiring prior approval. Provide a procedure for an urgent expense, a missing invoice or foreign currency. A policy that only provides for perfect files often leads to informal arrangements that are no longer traceable.
Set a reasonable timetable for submitting and processing expenses. The employee must understand when their file will be reviewed and how they will be informed of the decision. Internal caps are used to authorise an expense; they do not, on their own, constitute exemption thresholds. Have their interaction with the applicable contractual or collective agreement obligations checked.
Documenting the link with the activity
The expense claim must include the date, supplier, amount, currency, nature, purpose and supporting document. For an assignment, state the destination and context. For a business meal, retain the information necessary to understand its purpose, with proportionate data collection. A “miscellaneous” description does not make it possible to assess the expense several months later.
Distinguish proof of payment from an invoice. A bank statement demonstrates a financial transaction without necessarily describing the service or its recipient. An illegible photograph does not become usable evidence because it has been uploaded to the application. Consult our method for filing accounting documents to link the document, accounting entry and settlement.
Separating assignments, usual journeys and benefits
Describe travel with sufficient precision to distinguish an assignment from travel to the usual place of work. If several locations are involved, request an analysis of actual arrangements. The label selected on the form does not determine the treatment: calling a payment an “assignment allowance” does not prove that it meets the corresponding conditions.
A personal expense covered by the company may raise a question of remuneration or a benefit in kind. A mixed expense requires documented allocation. Refer uncertain cases to the payroll manager and tax adviser before definitively classifying them under an exempt heading. It is easier to classify a situation at its outset than to revisit an entire year.
Reconciling cards, advances and reimbursements
Identify the person who actually bore the expense. An invoice paid with the company card must not be reimbursed a second time to the employee. A travel advance must be reconciled with the approved expenses and then settled. Cancellations and refunds from the supplier must also be included in the file, even if they occur after the initial approval.
For foreign currency, retain the original amount and the conversion method used, together with the relevant fees. Do not mix an initially estimated rate with the actual debit without explaining the difference. The review must be able to track the path from the document to the approved amount and the sum paid. A unique expense claim reference helps retrieve transactions without multiplying copies of the same document.
Checking accounting, VAT and payroll
The manager’s approval confirms a decision to cover the expense; the accounting department must still review the posting and supporting documents. The right to deduct VAT does not result from reimbursement. The nature of the expense, its use and invoicing conditions matter. Our guide on VAT on mixed expenses helps prepare useful questions.
If an item must be processed through payroll, submit its classification and period through the salary variables process. Keep the decision and its justification. Then organise periodic checks for duplicates, old advances and incomplete files. The aim is to improve the procedure based on recurring errors, without making each reimbursement dependent on improvised research.
The table for taking action
| Step | Document or information | Expected result |
|---|---|---|
| Purpose | Business purpose, date and context | Expense can be understood |
| Supporting evidence | Legible invoice and useful proof | Documented amount |
| Payment | Card, advance or personal funds | No double reimbursement |
| Classification | Accounting, VAT and possible payroll | Validated treatment |
| Closure | Payment and balance of the advance | Reconciled file |
An advance changes the amount to be reimbursed
Fictional example: an employee receives an advance of 300 euros for an assignment. She submits 420 euros in approved expenses, of which 80 euros were in fact paid directly with the company card. The file must isolate these 80 euros: the expenses personally borne amount to 340 euros. After reconciling the advance, the balance is 40 euros. The total supporting documents therefore does not correspond to the amount of the transfer to be made. This example illustrates payment reconciliation; it does not prejudge the tax, social security or VAT treatment of each expense.
Your preparation checklist
- Communicate the policy before purchases are made.
- State the purpose of each expense.
- Attach a legible and usable document.
- Identify the actual payer.
- Reconcile advances and supplier refunds.
- Have mixed or personal situations reviewed.
- Distinguish approval, VAT and payroll treatment.
- Keep the decision and payment reference.
Frequently asked questions
Is a receipt always sufficient?
Supporting documents must be assessed according to the expense and the treatment requested. Payment alone does not demonstrate all accounting or tax conditions.
Does an internal cap guarantee an exemption?
No. It organises the company’s approval process, whereas tax and social security treatment depends on the applicable rules.
Can an expense already paid with a business card be reimbursed?
First, it is necessary to check who bore the payment. The same expense must not be paid twice for the employee’s benefit.
