The glossary to understand and take action

Employment Development Agency (ADEM)

ADEM is Luxembourg’s public employment service. It supports employers in particular with recruitment and the declaration of job vacancies, with services and measures subject to their own conditions.

Understand the scope

Its role for your business

A job vacancy declaration replaces neither the employment contract nor the employee’s affiliation with the CCSS. Certain hires involving a third-country national also require a specific procedure.

In your file

When to contact them and what to prepare

Prepare an accurate description of the position, the expected skills and the working conditions. The employer service can guide the search for candidates. Before relying on hiring aid, check its beneficiaries, timetable and the commitments required. Then inform ADEM of the outcome of the recruitment in accordance with the applicable procedure.

A scenario to help you understand
