First hire: organising the employer file and payroll

Your first recruit will be joining soon. The contract is an essential step, but it is not enough to make the organisation ready. You must also open the employer file, declare the employee’s entry and provide the information required for payroll. To avoid omissions, prepare a simple process in which each document and each action has an assigned person. Here are the points to coordinate before and after the arrival.

Define the position and cost before the start date

Draft a precise description of the duties, place of work and working hours. Identify the person who will supervise the employee and the resources required for their work. If you are considering remote work or travel outside Luxembourg, state this at this stage. These elements affect the contract, organisation and sometimes tax or social security treatment.

Prepare a budget that distinguishes gross salary, employer charges, equipment and other expenses. Check the rules on the social minimum wage and any applicable collective agreement, using current parameters. An overall percentage found online is not sufficient to forecast payroll. Add the cash-flow needs associated with the first months, even if expected sales have not yet been collected.

Gather the information required for the contract

The employment contract must reflect the actual position. Prepare the duties, working hours, remuneration and agreed benefits. Have the choice between a permanent contract and a fixed-term contract reviewed; uncertainty about commercial success alone is not a sufficient explanation for a temporary contract. Use an up-to-date version of the document that is suited to the situation.

Check the identity and elements required for the right to work according to the individual’s profile. For a third-country national, anticipate the review of the applicable procedure before promising a start date. Keep only useful information in a file with restricted access. The department responsible for organising onboarding does not need to receive all documents intended for administrative processing.

Open the employer file and declare the employee

The declaration of operation enables the company to be registered as an employer. It is separate from the entry declaration for the recruited person. Prepare the company’s identification details and its activity. Keep the confirmation and the assigned registration number, then send them to the person responsible for declarations and contribution monitoring.

The entry declaration identifies the employee and the details of their employment with the CCSS. If their registration number is missing, follow the procedure suited to their situation. After registration, compare the confirmation with the contract information. Correct an incorrect date or working schedule without waiting for it to create a discrepancy in the first payroll.

Prepare onboarding and practical responsibilities

Organise occupational health, safety instructions and equipment corresponding to the position. Specify who provides access, who explains procedures and who answers questions. Check the obligations specific to the activity and risks. Onboarding must enable the employee to work within an understood framework, not merely sign a series of documents without explanation.

Explain how to request leave, report an absence and submit an expense claim. Provide specific contacts and channels, as well as a solution if the usual manager is absent. If work takes place across several sites, state how working time and travel are reported. This organisation is the first reliable source of payroll variables.

Secure the first payroll and monthly monitoring

Agree on a transmission schedule with the provider or person responsible for salaries. Send the contract, available tax information and the month’s events through an appropriate channel. Have missing items confirmed. A start during the month, a bonus or an absence must be handled based on actual data and according to the applicable rules.

Before payment, reconcile the payslip with the agreed conditions and explain any expected difference. After payment, monitor declarations and feedback from the bodies concerned. The employer number is received, but the entry declaration still has to be made

Fictional example: a small company receives its employer registration number and considers the social security aspect complete. When preparing the first salary payment, the manager notices that no confirmation of the employee’s entry has been filed. They return to the table of procedures, check what was actually submitted and have the missing item dealt with immediately. The organisation is then corrected: registration of the company and affiliation of each person are recorded on two separate lines. The case shows why administrative confirmation must be matched with its exact purpose, rather than filed under an overall status of “CCSS completed”.
